Who is Eligible for Bluestem PACE?

Bluestem PACE provides comprehensive care to older adults in the community who qualify for Medicare, Medicaid or those who desire to privately pay for our services. All interested applicants are first screened by the Bluestem PACE Intake staff to verify basic eligibility, and the Bluestem PACE Team completes assessments to determine a prospective participant’s safety in the community.

Eligibility Requirements

Prospective participants must meet the following criteria to be eligible to participate in the PACE Program. 

  • 55+ years of age
  • Be assessed as meeting the Kansas Level of Care requirements 
  • Living within the service area of Bluestem PACE (Harvey, Marion, McPherson, Reno, Rice, and Saline counties)
  • Can safely live within the community with the support of Bluestem PACE services


It is free to submit an enrollment application for the PACE Program. The services provided by Bluestem PACE are covered, in part or in whole, by Medicare and Medicaid. There are no copays or out-of-pocket expenses for participants who are eligible for both Medicare and Medicaid. A participant will have a fixed monthly premium, or obligation, if:

  • He/she is determined by Medicaid to have an income above the protected level. He/she is not eligible for Medicaid.
  • He/she is not eligible for Medicare and Medicaid; the participant will pay a premium equal to the Medicare and Medicaid premium.

All healthcare services needed by the participant, and approved by the Interdisciplinary Team, are covered by the PACE Program. There are no copays or out-of-pocket expenses for medical services received as a PACE participant. Bluestem PACE offers participants Medicare Part D coverage for prescription medication. Participants who enroll in a separate Medicare Advantage Plan or Medicare Part D plan while enrolled in PACE will become ineligible for continued enrollment in Bluestem PACE. Participants may be responsible for the cost of unauthorized, out-of-program services.
